Review on Restrictions on New Entry of Foreign Nationals
"New measures for border enforcement (19)" released on November 5 2021 are suspended until December 31, 2021!
[Based on "New measures for border enforcement (19)" on November 5, 2021, foreign nationals will be eligible to enter Japan for a short-term stay (less than three months) for business/working purpose or for a long-term stay under the conditions stipulated in the measures.
To be allowed to enter Japan, the receiving companies/organizations should pass screening by the Ministry and Agency having jurisdiction over the business in question in advance and should be responsible for supervision of their invitees' conduct. COVID-19 Mitigation Requirements to Enter Japan
Those who intend to enter Japan (including Japanese nationals) are required to follow COVID-19 mitigation requirements listed as follows:
- Presentation of Inspection Certificate (Negative Test Result)
Certificate of Testing for COVID-19 [Form]*
*You are strongly recommended to use the designated form.
- Submission of a Written Pledge
You will be asked to pledge your compliance to a number of mitigation measures which are indicated in the Written Pledge form (Form).
- Carrying a smartphone and installing necessary APPs
Regarding the use of apps following your arrival (The regulations on mandatory 14-Day Quarantine (Ministry of Health, Labour and Welfare))
- Submission of Questionnaire
You will need to register necessary information (ex. your contact details, travel history, health condition) prior to entry into Japan.

In addition to the above requirements, all travelers entering Japan (including Japanese nationals) will be required (1) to take COVID-19 tests again after arriving at their port of entry in Japan, (2) to stay at a location designated by the quarantine station chief (own residence, a hotel arranged by travelers themselves etc.) and (3) to refrain from using public transportation (including trains, buses, taxis, or domestic flights) for 14 days after entering Japan.*
*As a part of measures responding to concerns of the worldwide spread of coronavirus variants, all travelers (including Japanese nationals) entering Japan from the designated countries/regions are required to stay at a facility secured by the Quarantine Station for certain period ranging from 3 to 10 days. Currently, U.S. states including Idaho and Oregon are not among the designated countries/regions, but all travelers from the United States are required to stay for the period of 14 days after entering Japan at a location secured by themselves (own residence, a hotel arranged by travelers themselves etc.). During your isolation, Health Monitoring Center for Overseas Entrants (HCO) will conduct follow up.

[Travelers with valid vaccination certificates entering Japan from the US can shorten the quarantine period of 14 days if they report to the Ministry of Health, Labour, and Welfare (Health Monitoring Center for Overseas Entrants (HCO)) the negative test results (PCR Test or Quantitative Antigen Test) on or after the 10th day after entering Japan.]
